Can you live with <hr dummy="dummy"/> as a result?

Or, if you need something that validates: <hr width="100%"/>

That way you can get a space after the "hr" ... I did this before the HTML
output method was introduced in the Rec. and I needed it to work with
Netscape 3.0.
