What about a UML based DTD like XMI[1] or UXF[2]? IMHO, UML is a great way to
do this kind of "higher level" doc.

I haven't seen any tools or implementations for UXF but it does look like there
has been some work done with XMI[3],[4]. I don't have any personal experience
with these, but it looks like any interesting option.
