Absolutely NOT !

The namespace specification is very clear that the namespace URIs are
only identifiers and that the URIs are not even expected to point
anything.

Even in the current discussions about this hot topic, retrieving the
information pointed by the namespace URIs doesn't seem to be retained as
a valid option.

I suspect that you might have rather a XML doctype which is being
resolved by the parser you are using.

To avoid this, the simplest is to remove the doctype ;=) if you can't do
this, you can try identifying the document as standalone or to use
specific parser option to avoid the resolution of the doctype.

In every case, you may have problem doing so if you are using external
parsed entities defined in the resource pointed by the doctype URI.
