I'd like that to be the case, but it isn't universally held:
http://lists.w3.org/Archives/Public/xml-uri/2000Jun/0562.html

I don't think it needs to affect XSLT processing per se, however.

The battle over URIs that's going on right now may generate a need to
update XT's XPath handling, should the 'absolutization' camp win. We'll
see what happens.
