It's a "should", not a "must". I assume it's because most whitespace is
ignorable, except between selectors (e.g. p em{font-weight:bold}).

I agree that it is a dumb restriction, since commas separate values in
font lists, but I have seen it make a difference. I don't recall where.
Netscape on X11 or something like that.
