The FM says: "The xml output method ignores the encoding and
cdata-section-elements attributes on xsl:output." The xml output method
always outputs in UTF-8 (which shouldn't cause problems since UTF-8 can
represent any legal XML character and all XML parsers are required to be
able to read UTF-8).
